[Talk-ca] How to create a NTS tiles background in JOSM

Hi all,

So i got bored... i added a howto  which is 'slightly better' than my
wide-screen view of the process.

This helps so you know what tile you are working on and can see where
the boundary of it is.  Using the Toporama WMS layer also helps as you
will need to use it to help with the coastline.

I will do a video demonstration of the process.... but only if its needed. :)
