Hi Danny,
The apps you mention could be doing a variety of things with the data…. they may have old data, and as you say they may only be rendering certain things to their tiles (I'm assuming that they're rendering their own tile data). The beauty of OSM is that the data can be there in the OSM db - but you get to pick and choose what to render for your use case.
PEI is probably missing lots of data, which could equally be true for any other location. That's part of the the fun - adding useful stuff to it.
I'm not aware of great tools for Android - but JOSM ( http://josm.openstreetmap.de ) on a PC/Mac is a great tool for seeing what's actually available in the OSM data. It can be fairly complex.
As for the province having lots of data - yes it does. But we have to be careful what data we import into OSM - that's a fairly complex thing. I wouldn't go importing things into the database until the community has reached a consensus on the data you wish to import.
It's great that you want to get involved, and it's great that you're asking questions.
Perhaps we could go for a coffee and I can help point you in the right direction for a bunch of OSM stuff.
