You contacted the user and given them direction, that's the correct
first step. Keep an eye on the user's next changesets. Did you
request a reply? If so, consider whether the reply allays your
concerns. If not, send the information to data at osmfoundation.org (The
Data Working Group) for followup. Going to this list should probably
be further down the list. So, not until the user has been
non-responsive, or has given an unsatisfactory response.
