[Talk-ca] Clean up - natural coastline

I have completed some tests in Northern BC replacing PGS coastline with GeoBase coastline. This is equivalent to extracting the coastline from CanVec. Doing this is largely waiting for the API  to respond, as well as verification and dealing with edges and rivers
