Hi Pierre,

FME is an ETL-tool, which stands for Extract, Transform and Load. It is 
proprietary software, made by the Vancouver-based company Safe Software. 
[1] It supports a couple of hundred geospatial formats, both reading and 
writing. Also the OSM format is supported.

There is also an open source geospatial ETL tool, named GeoKettle, an 
extension of Kettle (a metadata driven ETL tool). [2] It is being 
developed by Québec based company Spatialytics. They don't support OSM 
as an output format, but as it is open source it could be extended with 
anyone with the right skills and time.
