[Talk-ca] [Import] Local community approval building & addresses in Peel region

As per the import guide lines I wish to seek approval for importing
building outlines and addresses in the region of Peel.

After 2 weeks (or before) (22 September 2016), if the outcome seems
favourable, I will post this on the import list for approval to start the
import via the task manager as prior local community approves.

The data that will be used is available here:

This data will be served through the osmcanada tasking manager and will be
merged and cleaned up.

This import will be handled by a few members of OSMCanada in Ottawa.
