[Talk-ca] canvec imports

not sure why Canvec always gets shat uppon, their water features are great
and pretty accurate, the forest/landcover on the other hand needs fixing
before import. I think it's clear enough on the canvec wiki page that only
experienced mappers/importers should attempt a canvec import.
