[Talk-ca] [bot] Proposal to fix issue with duplicated inner polygons in Canada

Yes is from Canvec unfortunately, and it's the painful part of importing
new canvec data(merging down the polygons).

The no data polygons are usually "holes" in the forest, but NRCan has no
concept of relations, probably because they use ESRI.

Then you have the polygon for say the body of water such as a lake or a
swamp etc which matches the "hole". It's very annoying and tedious to do
manually.

I welcome this initiative.
