False. The canvec data model was decided WITH the Osm Canadian community (it's all documented in the mailing list and the wiki). At that time, Osm contributors preferred being able to upload the data in separate layers (explaining the holes) but the fully integrated model was offered.

Yes is from Canvec unfortunately, and it's the painful part of importing new canvec data(merging down the polygons).
The no data polygons are usually "holes" in the forest, but NRCan has no concept of relations, probably because they use ESRI.
Then you have the polygon for say the body of water such as a lake or a swamp etc which matches the "hole". It's very annoying and tedious to do manually.
I welcome this initiative.
