[Talk-ca] Road name edits in Canada

The stats can is licensed with the correct open data licence.

As far as I am aware only the Federal Government's Open Data licence and
the City of Ottawa's Open Data licence have formally met OSM's
licensing requirements.  The provincial and other municipalities open data
licenses were not as open.

I seem to recall one or to other locations have had their licences
submitted for review by the OSM Legal working group but I'm not certain of
their status.

Stats Can have been working to release other sources of Open data under
their license.

Hopefully that will help.
