[Talk-ca] What do I poutine the name tag of a road with a suffix?

So we are writing everything out now? I thought it was established that we
are preferring local (municipal/provincial) tagging guidelines instead of
federal tagging guidelines. And the local tagging guidelines say that the
quadrant suffix is not expanded as per what is actually the practice in
Calgary, Edmonton, etc.
