[Talk-ca] Proposed changes to road classification and related stuff

Continuing on, I already prepared a draft of proposed classifications in
Alberta in the wiki:
https://wiki.openstreetmap.org/wiki/Alberta/Road_classification . Can also
work with the rest of the Prairies, to agree with plans in North Dakota and
Minnesota. For Alberta however, will still need to agree with any changes
in Montana, which still doesn't have a reclassification plan in the works.
Will work on the main Canadian road classification page for province-level
process (will largely be like those south of the border).
