[Talk-ca] Proposed changes to road classification and related stuff

I would suggest reaching out on the OSM US Slack, channel
#local-montana-wyoming-idaho, where some discussion on highway
classification has occurred (but not made it into actual documentation
yet).  It's a thinly populated part of the US so the community is on the
smaller side. I'll also link this thread over there.
