[Talk-ca] Proposed new road classifications for Alberta (Alberta Highway 2 in Mountain View County)

Related to this, I just created a draft of a new Alberta road
classification scheme, part of a new Canadian scheme being discussed to
align with changes being done south of the border. The proposal will mostly
deal with motorway and trunk routes; Highway 2 in Mountain View County is
among those up for reclassification.

Some notes on the proposal (still up for discussion):
- Motorway: will remain largely the same as of now, but with a stricter
criteria for disconnected road segments built to freeway standard
("motorway islands"). Some downgrades to trunk planned for Highway 1 west
of Banff to BC boundary, Highway 2 between TR 310 in Mountain View County
to Red Deer County boundary. Wayne Gretzky in Edmonton and Memorial Drive
between Downtown and Deerfoot will also be demoted to primary with
expressway=yes.
- Trunk: Same network to exist, but will add Highway 2 (between Highway 55
and Highway 49, and Mackenzie Highway and Grande Prairie), Highway 13 (from
Highway 2 to Saskatchewan boundary), Highway 36 (entire route), Highway 40
(Bighorn Highway segment between Highway 16 and Grande Prairie), Highway 41
(Montana boundary to Highway 16), Highway 55 (entire route from Athabasca
to Saskatchewan boundary)

All other classifications will remain the same as before the proposal, but
I would like to point out some slight changes to primary routes in Calgary
(shift primary to Macleod Trail between Anderson and Glenmore, add other
such as remainder of Memorial Drive west of 4 Ave to Crowchild and 36
Street between Memorial Drive and McKnight). Edmonton primaries will remain
the same.
