[Talk-ca] [bot] Proposal to fix issue with duplicated inner polygons in Canada

Bonjour à tous,

We are happy to announce that the final phase 2 of the bot is completed!

In the whole of Canada, we performed 74 iterations and fixed as many violations as possible in an automated matter.

Overall, we managed to repair 554,258 incorrect cases out of 572,148  logged by Osmose in December (96% fixed).
