[Talk-ca] New Saskatchewan highway classification scheme

Hi,

As part of the ongoing discussion regarding revising Canadian tagging
classification to coordinate with changes south of the border, I have
created a draft of new highway classification guidelines for Saskatchewan,
which can be found at
https://wiki.openstreetmap.org/wiki/Saskatchewan/Highway_classification.
This is a rough draft, and discussion and improvements are encouraged. The
proposal is coordinated with those for Alberta and North Dakota.
