[Talk-ca] Proposed changes to road classification and related stuff

I have been noticing in places like Greater Montreal there is instances of
trunk there that are used to mean an expressway-grade road (in the
engineering sense, and following previous US tagging), but there some of
them that are best tagged according to their importance and with
expressway=yes (usually reflected in the numbering or signage, e.g. Route
138 north of Boucherville; Route 335 north of A-640), or are otherwise
considered motorway under the proposal (e.g. Route 136/former A-720 from
Turcot to Rue Panet, Route 138 up to Saint-Isidore, Boulevard
Sir-Wilfrid-Laurier between Taschereau and Boulevard Seigneurial, Boulevard
Pie-IX between Rue de la Duchesse and Henri-Bourassa). One case, Taschereau
between René-Lévesque and Sir-Wilfrid-Laurier, is kind of borderline, but
may be left as it is with the additional tag.
