[Talk-ca] Someone adding LKW to truck lanes and parking at border crossings

This same user made large-scale edits to railways a year ago in Houston,
Texas [1]. Similarly, they were unwilling to accept that local communities
may create and enforce local tagging guidelines. Frederik temporarily
blocked them for this behavior [2]. Afterwards, their railway edits in the
US stopped, but they continued to edit railways all over the world without
any communication with locals.

They'll probably move on from this and stop editing names in the US and
Canada. But they may continue elsewhere, and we should notify other local
communities if we notice something wrong.
