Not really. It's a description. hgv=designated is the same description, except machine readable.

The comment about "even for non-US citizens !!!" suggests a pretty deep misunderstanding of how OSM names, tagging, and rendering works. Or I'm not even sure if it's not a troll. Maybe point out that even though OSM is a globally accessible project, we don't see truck routes in Germany named "卡车"?

I think all these descriptions in name tags ("LKW", "Truck", "Commercial Truck Route") should be reverted on sight, and if they reintroduce them, report this to the Data Working Group who I believe have enforcement powers for this. (Frederik, are you still on DWG yourself?)
