[Talk-ca] Two-way freeway tagging

As a neighbor just south of the border I would suggest that there is value
in using the same highway=* classification of the rest of the roadway and
adding expressway=yes <https://wiki.openstreetmap.org/wiki/Key:expressway>
for enhanced two-directional roads. While there are enhanced interchanges,
these roads really aren't up to the same standards as something like the
A-20 near Montreal. Speeds are lower, lack of passing lanes, and other
features make these much less than highway=motorway in my understanding.
The usage of expressway=yes allows setting of expectations for an
intermediate level of infrastructure, something more robust than a common
road with much at-grade access, but also less than a full-on motorway.

which we've identified as highway=trunk (for connectivity importance) +
expressway=yes for infrastructure that is almost, but not quite up to our
interstate highway standards due to the lack of directional separation.
We've also been using expressway=yes for divided highways that have
narrow-radius exits, are missing shoulders, and are otherwise just not
quite up to motorway standards. For example, NY-5 (osm

is tagged as highway=primary (for connectivity importance) + expressway=yes
as it is 4 lanes and divided, but has at-grade intersections which
disqualify it from highway=motorway. A second example is the Taconic State

which is divided and mostly has grade-separated interchanges, but shoulders
are narrow, speed limits low, some at-grade crossings, and interchanges
often have short-radius turns -- this is close to interstate highway
standards but not quite there, hence expressway=yes.

The only real exception for using highway=motorway on in the US for
something other than 4+ lanes, divided, and fully-controlled access is I-93
in Franconia notch (osm
