Hi,

in this area https://www.openstreetmap.org/relation/3031848 a mapper 
https://www.openstreetmap.org/user/%E6%98%AF%E7%9A%84%E6%94%B6%E5%85%A5%E5%8F%8D%E8%80%8C%E6%88%91 
made a lot of errors. i think he did not understand what "subareas" in 
admin boundaries are.

And may be he did the same error in other areas.

Result: many city boundaries (AL8) are wrong/missing in that area.

I would like to contact one of your local mappers to discuss the problem 
and may be, he can fix it. He has to be experienced with boundary 
relations and should be using JOSM.
