Nesouhlasím: 

A "district" in the Czech Republic [2] is an _okres [3]_ (plural
_okresy_). After a reform in 2002, the districts lost administrative
power to regions (_kraje [4]_) and selected towns (_pověřené obce_) and
became statistical zones.

Když se kouknu na definici suburb: _If an address exists several times
in a city. You have to add the name of the settlement._ 

Tak mi to přesně pasuje na městskou část. Těch může být ve městě a
určitě existuje adresa Vinohrady čp1 a Dejvice čp1 a ... 

Když už by se fakt cukali, jde použít addr:place - ale to už máme
zabrané :-D
