im englischen OSM-Forum hat einer dazu auf die englische FAQ verwiesen.

    *"Separate the values with semi-colons - e.g. nat_ref="B500;B550"
    for a road that is both the B500 and the B550 at the same time. For
    nodes (points) with two tags, though, use commas instead of
    semi-colons."*
