Here is the annoucement in the Russian forum:

I assumed that English would be the only language of the conference.
However Zverik pointed out that not all pontential participants from Russia
were in position to hold a talk in English.

Shall we allow talks in Russian? As exception?
If you are against it, just answer "no" :)
