[Talk-es] User Nemigo. Continous vandalism (notes and data)

Hi, DWG members:

The Spanish OSM is trying since quite a long time ago to deal with a 
user, Nemigo [1], who is closing repeatedly notes around the limits of 
Spain (specially in Galicia [2]), most notably notes that are opened 
since, in his own opinion, "long time ago". He does not listen to the 
Spanish community, who by a big number of users have tried to make him 
understand of his disruptive behavior, and to stop vandalising.

On the contrary, he reacts with bad language and disrespect to most 
users who address him politely.

To make things even more unacceptable, he started now to vandalise the 
data itself. You can see one example here [3], where he changed the name 
of a McDonald's fast food branch to McMerda (merda means shit in 
Galician language).

I find personally that this user should be blocked and warned to stop 
forever his behavior.

You can check the main thread (in Spanish) here [4]. Even if you can't 
read it, you will find some messages with lots of links to conflicts 
(notes and changeset conversations).
