[OSM-fi] Finnish sub-regions missing in OSM?

Hi,

The sub-region (seutukunta) is not much used in Finland, so I guess  
nobody has taken the time to model these into OSM.

Statistics Finland provides a key for creating the mapping from  
municipalities to sub-regions:
http://www.stat.fi/meta/luokitukset/seutukunta/001-2016/luokitusavain_teksti.txt

Wikipedia provides the mapping from sub-regions to regions:
https://fi.wikipedia.org/wiki/Suomen_seutukunnat

Now we just need someone with enough time to include this information to OSM.
