Oh, I know exactly what you mean.

But the wiki is, unfortunately, a social problem more than a technical  
problem. It's full of well-meaning but misguided people who have never  
mapped a toucan crossing in their life, yet think that their vote on  
the subject is somehow important. Add in some very aggressive  
defenders of the voting system and the result is, I fear, unsalveagable.

OSM needs better documentation, particularly in the tagging arena. But  
it doesn't have to be on the wiki. Most projects' documentation isn't  
on a wiki. I'd strongly recommend starting something new elsewhere.
