Actually, as a practical guideline and since the naptan_import for 
Oxford uses the alpha form for the SMS/Naptan codes, we should probably 
just double the info and have ref=* be what's actually on the sign (or 
what _should_ be on the sign). So for example a merged node for one of 
the stops outside Brookes might contain

   ...
   naptan:NaptanCode=oxfgpgam
   ref=69347426
   ...

No prefixes, as Péter suggests, but it's nice to have both forms in the 
db. Sound reasonable?

I've attached a very small perl script for doing the alpha->numeric 
mapping manually, for comparison and manual merge purposes. Hopefully 
it'll survive the mailing list intact.
