[Talk-gb-westmidlands] OpenData List for BCC

Hi everyone

Here's my reworked interpretation of the dicsussions last night  of the
original lists as. First a few words of explanation:

1.We've categorised into 3 broad categories: highways, services and heritage
2.Priorities are 1 Highways 2 Services 3 Heritage
3.Within each category the datasets are further prioritised
4.As it's proving so difficult to get full datasets we've tried to make the
task easier by splitting them into the full datasets and ongoing changes.
In many categoreis we've pretty much got the data entered so where you see
a N it means we're not really bothered about the full dataset  we only
really want to have updates as the data changes (moves adds deletions). If
this proves to be more difficult then we'll revert to requiring the full
datasets.

As we've put in so much effort with gritting routes our* top top
priority*is to get the changes to gritting routes.
