Primary reaction: you tag cycleway by not focussing on 'cycleway'.

Very nice illustration why the 'highway-family' is not fitted for
tagging pathes and minor roads. Several osm-ers started thoughts on an
alternative tagging schema which imho is supporting a better and more
clearly defined taggingsystem for minor roads/pathes.

My own suggestion is:
whateverkey=road/track/path/trail (>4m/<4m/<2m/<1m)
cycle=yes;foot=yes
network=ncn;byway;burnswalk;kmtrail;
network_ref=ncn7
and if you like to gather info on the pavement, also:
surface=tarmac/concrete/cobblestone/grid/lime/shells/......
