Yes, I've always wondered why that is :-)
I think one of the mapnik maps, or one of the osmarender maps, puts it the 
"right" way round though (I forget which)

Maybe an easy solution to the "which is primary, which is trunk" question is 
to decide based on the colour of the road signs (white or green) as that is 
an easily-defined thing.
