Basically yes, make sure that all of the segments point in the same
direction (you can turn on arrow heads in josm if that's what you're
using). Then convert all the segments to a way, you should have
enough segments that the way is a complete polygon with no gaps, then
set the appropriate landuse tag as you say.

What is it used for generally, could it be a considered a
pedestrianised road with access permissions for emergency vehicles?
I'm not completely sure on this one but I'm sure others will have
more ideas.

Not I,but it'll be good to have some maps up there as I have
relatives in the area :-) Obviously you should be able to get an idea
from whether there's other tagged data in the area, another good way
to tell is to sign up to the RSS feed as this will tell you when
updates are made by people other than you. I can't find a wiki page
describing it but this is the URL for my area, you should be able to
change the lat/lon to get your area quite easily:
