One of the reasons I got involved with OSM was because Cambridge Cycling
Campaign has been developing a route planning system for cyclists.
Unfortunately I was too late and it is tied rather intimately to Google
maps, such that the routing would be considered derived so parts of it at
least cannot be separated out from Google maps.

There is a national initiative to deal with route planning for cycling. I
attended a meeting at London Cycling Campaign a few weeks ago with people
from a variety of cycling organisations.
