It's a common Potlatch thing - JOSM's Validator will show ones where the
straight way crosses the incoming way, but not where the incoming one
falls short - if that's at all clear! Usually JOSM snaps to lines so it
normally does connect, Potlatch doesn't (or didn't?) so I have found a
good few of these.

Try a routing app - there is a tool, in gosmore IIRC, called osmunda
which peruses your .gpx files & highlights impossible turns, this can
pick those out quite well.
