You could also use aerial imagery: assuming a traffic speed of one kilometre per
minute (60 kph), look at 2km or so of the road to see how many cars there are.
Rural areas don't have a 'rush hour' in the same way as cities, so if it is
light enough for an aerial photo to be taken, it is probably a suitable time of
day to count the traffic.
