I'm not so sure about that though - the *base tagging* (highway=path, track, service etc) *is* internationally applicable (a path is a path is a path). There's nothing wrong IMO in adding country-specific tagging *on top of that*. The designation tag, for instance, can be used by applications designed to show UK rights of way - and can be ignored by other applications.
