[Talk-GB] Modeling proposed transport schemes in OSM so that they can be routed

The A11 Fiveways roundabout to Thetford road scheme got a final go-ahead a
few days ago.

This morning I have been seeing if I could model it in OSM completely so
that some clever software could offer to render or route on the present
alignment or the one being proposed/constructed. To achieve this I have
grafted the new roads into the current network and used 'proposed:<any>'
tags to describe the changes.
For completely new sections of road I used the conventional
'highway=proposed and proposed=trunk' tagging; I then simply added
'proposed:oneway=yes, proposed:lanes=2 and proposed:ref=A11'.

For a B road that is going to become a bridge I have added
'proposed:bridge=yes and proposed:layer=1'.

For section of the A11 that will become a minor road I have added
'proposed:highway=unclassified and proposed:ref=none' etc.

For sections of road that disappear I have added 'proposed:highway=no'.
