It says to add tags for highway=bus_stop and physically_present=no, if 
you have confirmed that buses actually stop there.

That's how I have been tagging unmarked bus stops around here. I've 
noticed they usually don't have naptan:BusStopType=CUS tags, maybe that 
varies by area.
