It discourages people doing the job properly because they look and see 
that it appears to be done, but in fact it is just the very low quality 
outlines from vectormap.

It's also hard to ensure you avoid clashing with anything that might 
already be there of course.

Finally, it makes life hard for somebody that does want to do the job 
properly, and in many cases they will find it's easiest to delete the 
imported stuff and start again.
