[Talk-GB] Locally listed buildings

Yeah I spotted that and added details of it to the listed_status page (it
used to be there but had been removed at some point in the past).
It's a bit too clunky in my opinion, and doesn't properly explain how it
works in practice. For example, how would I tag a Grade B locally listed
building in Birmingham CC's administrative area?
