I tend to avoid trying to add suburb & city address tags.

Firstly the Royal Mail's usage is rather arbitrary: they aren't used in
Nottingham AFAIK even though there are several duplicate street names
(Vernon Roads in Basford & Wilford).

Secondly, I find that people's perceptions of boundaries of suburbs are
very variable.

Thirdly, and at least in places where I've looked postcode sectors are
often closely aligned to former suburb names in addresses.

Fourthly, there are some places which it's impossible to decide anymore:
Alan Silitoe's grandparents lived in a place called Radford Woodhouse
(i.e., an outlying hamlet in the parish of Radford; even then it was
colliers' terraced housing: now no-one would describe it as Radford.

So mainly I let the postcode do most of the work. Ultimately I think we
want addresses which are more than just postal addresses, so I am reluctant
to slavishly copy the Royal Mail.
