Overpass has (or at least had) an XAPI emulation in it - if you set up a 
local copy of it you might be able to point it at one of the well-known 
Overpass servers.  The ones I use are usually the top two listed at 
https://github.com/SomeoneElseOSM/Notes01/blob/master/src/Notes01.java#L20
