Sure there can.  We have lots of places in OSM (including international 
borders) where authoritative sources conflict.  It's enough of a problem 
that the OSMF has a policy specifically for it:

I'm aware that this is the talk-gb mailing list and there aren't too 
many border conflicts around this island - Rockall is probably the 
nearest we've got and https://en.wikipedia.org/wiki/Rockall is I believe 
a good summary of the various governments' positions on that.
