[Talk-GB] Removal of and changes to stiles

Out of thin air, 15 years.

All stile replacements require money:
If it's a local authority stile, they have none; if it's a landowner stile,
they have things they'd rather do with it than spend it on stiles.

(Too often they'd rather the walkers weren't there anyway. National Trust,
etc, are rare exceptions.)
