Its not that simple, and whilst stiles are very much a legacy feature
on our rights of way network the likelyhood of replacement depends
heavily on location and usage.
A stile on a long rural path, miles from anywhere, and only used by
the fitest most determined rambler is likely to go is unlikely to be
replaced.
However a stile on a path, which forms a circular walk of a couple of
miles that is close to a settlement is fairly likely.
Also more likely to be replaced if it forms part of a walking route
relation as these are part of encouraging tourism.
Also look for stiles on paths where others have been replaced, it
doesn't make sense to replace one leaving another dozen stiles to keep
the path inaccessible.
