These do exist as commercial products.

https://www.stadt-zuerich.ch/pd/de/index/schutz_u_rettung_zuerich.html
uses products based on OSM in their control center (not on vehicle
though) and have a lot of experience with using OSM in such a setting. I
can provide contacts if anybody is interested.
