It is not the maximum weight, it is the maximum maximum (sic) authorised 
mass (MAM used to be, less accurately referred to as maximum gross 
weight).  The actual mass might be less than 7.5 tonne, but, if it could 
be legally fully loaded to more than that it wouldn't be allowed.

I assume that maximum weight, in relation to weak bridges, refers to the 
actual weight at the time.
