It's likely that this dataset would be a good candidate for
osm_conflate (https://wiki.openstreetmap.org/wiki/OSM_Conflator). I
would be happy to organise this as I'm quite familiar with using it.
However, it's not terribly clear what the licensing status of your
dataset is. If it contains any data derived from Ordnance Survey,
Royal Mail, or Google Maps, it's unfortunately not suitable for
importing into OSM.
