[Talk-GB] Post Box Last Collection Times

Hi Timothy,
This has been on-going for at least 6 years or so (I'm just looking for the
first one local to me, which I think was this one
<https://www.openstreetmap.org/node/323756928>). At least here it happened
box by box.
The reference for the post box has the letter "D" postfixed, and thus they
can be found quite easily. There are over 13,000 mapped this way in England
(with about 39k having collection times).
I think removing the collection times would annoy a lot of people who have
been keeping such data up-to-date. Note that StreetComplete
has a task to check/update collection times too, so some may get updated
fairly regularly by that process.
