[Talk-GB] Post Box Last Collection Times

I can't comment on the IOW (islands are often treated differently by postal
services), but my understanding is that the change of lesser-used post
boxes to collection-on-delivery was made quite a few years back on the
mainland.

Certainly, I've mapped early last collection times since I started
contributing OSM in 2014, so it's likely that many existing mapped
collection times in the database reflect the current reality. I certainly
would strongly caution against deleting this existing information.
